Maximum number of people who can be out on each day of the week.
Requests warn past the first number and are blocked past the second; the optimizer enforces the hard cap. Admin manual approvals warn but may override it.

Once all staff have submitted, run the optimization to generate the schedule. Results are a preview until you press Finalize.
13 consecutive 4-week blocks per year. Eligible staff (>5yrs tenure, one block per 3 years) take one block by seniority. Assigning a block deducts its weekday count from that person's vacation days, reduces daily capacity for those dates, and reserves the dates on their regular calendar. Staff self-service happens on the Restorative page — only while the draft is open below; you can still assign/reassign from this admin panel regardless of that toggle.
